Assuming the OPs story is correct and he was driving safely for the conditions, the system is likely to change the attitude of a normally law abiding citizen against the law for being so inflexible that it causes unnecessary hardship, or causes the citizen to flout the law and drive unlicensed. Neither option is good for the continued support of the rule of law. We already see evidence in some suburbs where people have no respect for the law, why add to the problem.
