So some questions,
Where was she born?
Did she attend school in Australia?
Has she ever been on a Medicare card?
Is she on her parents Medicare card?
How old is she?
Does she have a drivers licence? Or learners permit?
Does she have a Tax File Number?
There are people whose birth has never been registered, and maybe that is the case for you partner?
This can be rectified if it is the case, and it involves gathering of evidence of the person in the community, such as school records etc. Without further information though it is difficult to advise what to do.
Obviously the easiest way to fix it is to print out the forms for getting the birth certificate, taking them to her parents, and getting them to sign them, then you taking them to Births deaths and Marriages. Also while you are there, take a photo of the Medicare card that she is on (if she is) and then apply to Medicare for her own card.
You can get your own card from the age of 16 I think? It might be 14.
