Typically, forfeiture involves police taking possession of an item
that is ether a tool of crime, or a proceed of crime.

when, after making genuine efforts, they can't find the owner.
But that's unlikely in the case of an item that was both stolen in fact,
and actually reported stolen, by the relevant owner.
In any event, it appears that their effort paid off - the actual owner turned up.
