NSW liability extent on carriageway easement

Hi There ! My property has an easement of carriageway that is used by my neighbor to get to his house.
My question is who's liable for the expenses associated with putting bitumen on this drive way?
Is it a mutual liability that we need to share/half the costs ?
Or is it my liability as its on my property?
