Time is not your friend. You have had this letter since Jan 2024 and depending on what steps the police have started it may already be too late. All you can do now is make an application to your local court and see what response you get from the police. The police are not co-operating with you, but they will follow court orders, so the only way you can get it back is through the court, or buy it again if it is auctioned.

If going to court you will likely have to explain the delay, and have a good reason.

Ask at court for the form you need for an application under s.84O and/or 84ZA of the Road Safety Act 1986 Vic to reclaim your car (or download it from the Internet). You'll likely have to pay some police costs if successful, though you can ask the court to waive the costs (tick the right box on the form).

The form you seek is APPLICATION FOR VEHICLE TO BE RELEASED FROM IMPOUNDMENT/IMMOBILISATION DUE TO HARDSHIP
