VIC Which Organisations Can Ask for Personal Identification?

Hi, I am keen to find out which organisations under Australian Law can legally stop me in public and ask me to supply personal identification. My understanding is that only state police and taxi directorate officials can force me to supply personal information and that in doing so, if I request to not have that supplied information passed on to another agency or organisation.
