My 23 year old brother is severely intellectually disabled, he can't talk, dress, feed, bathe or change himself and has zero understanding and cannot consent to anything.

We are currently transitioning over to the NDIS and my father needs to apply for guardianship and administration. Can someone please guide me through the steps or where I should start considering these circumstances?

Also, my parents are still married but separated, my mother abandoned our family over a decade ago and hasn't kept contact, will she be required at all during the process? Thanks.
