You have to pay the fine unless a court says you don't.
(if you want to court-elect it, then the instructions will be on the back of the paper infringement).

Such petty things are not the legal silver bullets
that American TV would have you believe.

My usual advise is to pay the fine, watch your speed in future,
and go get on with your life.
