Italian passport has expired. Need ex wife to sign consent as we have two children but she will not. How do I get her to sign without taking her to court?

I am enquiring on behalf of my close Italian friend. He is divorce and had two children. The Italian consulate requires a consent form to be completed by his ex wife to renew his passport. This is his personal passport. She will not sign. He is a permanent Australian resident and has begun the process of citizenship however this could take time and he need to return to Italy soon as his mother is ill.
