The boundary between my property and next door neighbor consists of a standard wooden fence, then a brick garage wall at the end of the driveway (no wooden fence at this point). Is the garage wall considered our shared boundary wall? There is water damage coming through from the neighbors side (he denies this fact) and I'm trying to determine if this is a shared cost, or just cost to me.

It is more complicated than you suggest.

Whoever built the wall likely owns the wall.

But damage is a separate issue and you will likely need an expert report as to what and why the damage is occurring. If the neighbour has 'done something' that causes or contributes to the damage, they can be responsible.
