VIC Handing over parental rights

How do I get the father of my daughter to hand over parental rights to me.
We have a 8 year old daughter whom he has neglected and never met once and has no intention to.
He has also not paid one dollar to child support collect
Since he will never see her can I get some document to state that the rights are handed to me .
My daughter is getting curious about her dad and I don't want her heart broken.

Only a court can remove parental rights (or adoption) .... Not sure there's much point if he isn't involved anyway..

Is there some SPECIFIC reason you need sole parental responsibility?

Not paying child support doe's not remove the child's right to contact, nor his right to seek it if he chose (doesn't mean he will be successful)
