We have the situation where there are 3 executors. Probate was granted 12 months ago and we are now attempting to distribute the assets in a simple 33% to each beneficiary.

One executor of will is disputing the way the split is being done even though we are following the will and probate.

My question is, can two executors over rule one particularly as they are following the will?

If co-executors are named in the will, all of them must act in unison. In cases of extreme disagreements, one executor (or a beneficiary) can apply to the probate court to remove one or more of the other executors, so the estate can be settled without too much delay.

So one can hold the other two to ransom, two are following the letter of the will and probate but one can just delay and cause issues.

Yes. Though if an executor is not fulfiling their legal duties they can be personally responsible for their actions.
