Estate expense, is painting for improvement legitimate

Hi,
I am the executor for my Mother's will.
My husband has been doing the heavy load with fixing up the house for sale as it was in a terrible state.
Unfortunately the house is far away from ours and travelling to and from home to there every weekend is taking it toll on the family.
We have received several quotes to just get the painting finished so he can finish then do the last few things and hopefully get the house on the market.
Is this a justified estate expense if it improves the house and the sale price for all?
