Can my preferred car repairer ask for an assessment payment from my insurer before releasing photos on their supplied write-off (paperwork), as the insurer wants the car taken to their preferred repairer for reassessment, and do I need 2 assessments?

Yes. Fair and reasonable costs as the quotation was done according to workplace proceedures

Have a look at your policy wording. Generally these days your insurer will warrant the repairs if they are carried out by their chosen or recommended repairer, but can't warrant or guarantee that your chosen repairer is going to do a great job and/or at the price that their chosen repairer can.

Your repairer can certainly try and charge your insurer for doing up a quote but good luck to them actually getting your insurer to pay for it.
