We purchased our home in 2002, we have been renovating it over the years (husband is a builder), we pride ourselves on neat and tidy gardens. We are on the lowest end of street corner house, property above us has a retaining wall separating our properties. The retaining wall is made of Besser bricks and has been in shocking disrepair for so many years but in last 4 years it has gotten so much worse, they have trees and bushes planted on their side right up against the wall, making it lean and crumble. We stopped using that part of our yard a while ago due to the possibility the wall can fall anytime, we have grandkids. We have made every effort to discuss this with them, they ignore us if we try to talk to them, we have sent photos sent messages, everything in writing, now they have blocked all communication and are ignoring us completely. We had our property surveyed and the retaining wall is within their boundary, not on ours, we have the pegs showing where our boundary is. How can I report this danger (before it actually falls over and causes damage to our property and even worse injury or death if it falls on someone) without having to go through QCat which can take years and cost a fortune, we are retiring couple looking to downsize, and we are wanting to put house on market in next couple of years. Any suggestions would be appreciated.

Note to above:
We have never done any work on or near retaining wall, no excavations, fence work etc. We laid some pavers in front of wall for some pot plants, mainly to stop grandkids going near wall, they do not interfere with wall at all. The retaining wall has remained untouched since we moved into house. House built in early 70's so the house above has been there as long if not longer.
