I am a contractor for a business operating in the tertiary education space who brings in undergrad students from overseas for a short program, as approved by the students' respective universities. I develop the course content and assessments, and deliver the course (average hours from 20-40 hours of face to face) What are my intellectual property law rights?

Their contract says, "The Contractor assigns to the Company all intellectual property created by the Contractor and its employees and agents in the course of providing the Services ..."

That means that the entity with whom you are contracting owns the material you create and/or deliver.
You retain moral rights only.

The question should be asked why does the assignee want to own the intellectual property in your work?

If the assignee only wants to use your work, a license could provide all the necessary rights as opposed to you losing ownership. If you keep ownership, you can potentially supply the work (services) to others or exercise other intellectual property rights in it.
