Concerning a CS debt? You won't be able to make a court application until you have exhausted all other avenues, ie, CSA & Assessment Appeals Tribunal.

If you are disputing the amount of or the existence of a CS debt, the first thing to do is to establish (as best you can) the facts they are relying on... If your'e finding that difficult it may require a family law solicitor who specialices in child support to go over your paperwork & liaise directly with CSA.

A lawyer may be able to find some error of law (the only basis to appeal an AAT decision)... though a court action is very liklely to cost more than what they say you owe, ie , $11,000

I would be finding a Family law solicitor that specialises in child support .. They should be able to liase directly with CSA on your behalf to see if there are any discrepancies in the way they have calculated the debt, or if it's a legitimate debt, explain how so ... If it's a legitimate debt & it's properly explained, perhaps that may help lessen your anxiety ...

A simple google search produced this >>>>> child support lawyers wa - Google Search

A good starting point

The essence of the question here, in my opinion, is to understand whether this debt is legal at all.
The link you provided is only relevant to US law around CS & alimony ..... There is no reference in the OP's question to this being US related.
