Camping/living in a van

What is the position in regard to sleeping in a vehicle if you do not have or cannot afford accommodation.
also if a vehicle is legally parked, does the person who issues the ticket have to provide proof that there is a person/ persons asleep in the vehicle, if so how?

Where were you parked?
The issue can be less about sleeping in the vehicle,
and more about breaches of things like Council and RMS by-laws
that regulate camping on land they manage.
